-Chief Deputy for the District Clerk’s Office under Margaret G. Montemayor and Mary Angie Garcia, where she provided high-level oversight and operational support.
- Director of Constituent Services in both City Council and County Commissioner's Court — working directly with the community to solve problems and ensure access to resources.
- 23 years in legal offices as an Office Manager and Legal Assistant — giving her firsthand knowledge of court operations, filings, and case management.
- Led the transition of the Central Magistrate’s Office from the City of San Antonio to Bexar County — a complex effort that required coordination, leadership, and vision.
- Instrumental in helping the District Clerk’s Office generate over $1 Million in revenue through improved practices through the creation of a Collections Department to collect Administrative Fees from defendants that do not pay child support. .
- Currently serves as Court Manager for the County Justice of the Peace, where she continues to serve Bexar County residents every day.
Elva’s campaign is focused on reforming the District Clerk’s Office to better serve law enforcement, attorneys, and civilians alike. She believes that the office should be a model of efficiency, transparency, and public service — and she has the record to make it happen.
